Beach towns historically charges because they did not have enough money to take care and upkeep the beaches since many of them were very small towns that really only had a population in the summer time. Now this has changed throughout the years. Now, many towns charge to keep the riffraff from coming into their towns.
Btw, NJ has great beaches. You think Florida has some great beaches? Well, they do but many months during the year it is covered with rotten smelling sargassum seaweed.

I agree that jersey has great beaches. You should research how beach badges and charging for the beach started . Every few yrs. the Asbury Park Press runs the article.
