No, I don't think he's a political hack. I think he was trying to do his job as best he could.

Huh? By declaring Clinton innocent before he even interviewed her and many other witnesses? Lol.....
If that's someone's non-political best, someone is really sad and over their head.
The most complementary thing you can say was that he was in over his head. Both parties felt he needed to resign at different points...what does that tell you? This last disclosure is just another of his gaffes.
He reviewed the evidence.
The investigation started in July 2015. His first drafts of his letter were drafted 9 months after the investigation began.
An interview should not change the evidence.
If he drafted the letter in August 2015 before he looked at the evidence, I would buy your point.
You don't think 9 months is a sufficient amount of time for a staff of FBI agents to review e-mail?
