Well written. Read the Wiki on this and looks like Birch Bayh tried to get an amendment written in 1971 but failed. Jimmy Cater revisited in 1977.

Before any debate the following needs to happen.

1) Renove ALL illegals’ voting capacity
2) remove all dual citizenship. Take one or the other
3) since sanctuary city policies is succession from the union, combine them all into one sub electorate - say 100 electoral votes. The balance of the goal goes to the 50 states.
