Of course not.
However it was a six-year-old for crying out loud. You don't cuff a six-year old and take them down to the station.
Piss poor judgment not to mention it was against department policy as it should be.

The officer did not follow protocol for the orlando pd because arresting a child younger than 12 requires supervisor approval, florida however does not have a minimum age for arrest
