Beshear is a Democrat who is now a two term governor in a very red state. That automatically deserves some attention on to see if he is on a presidential level. I always think southern Dems make for very strong Presidential candidates. Same goes with Roy Cooper in North Carolina. Beshear's (as well as Cooper) problem is that he is not very charismatic. Competent for sure but he lacks the charisma. Going back to Jimmy Carter, the more charismatic candidate won the Presidency. The only exception is Joe Biden defeating Trump.
