Park police had the plan in place. That plan included 3 disbursement warnings before moving in.
7 minutes before any warnings, the secret service moved in and deployed pepper spray. It's right in the report.

You must think the secret service are really bad at their jobs. To be unaware of how to communicate, and to know the president is coming and not have that impact their timing.

How about this for a scenario.

President comes out early. Secret Service tries to contact the park police but can't because of the bad communications. Mixed radio frequencies etc. Different radio frequencies. It's been a chronic issue with multi-agency actions for years. Just the way it is.

They make a tactical decision to move in early. Are you going to fault that?

President says he is on his way somewhere, it’s their job to make sure it’s safe for him.
