There is a sandbag there but the lowest any video I’ve seen including this one goes is to Biden’s knees. What I do know is Biden tripped and there was a sandbag in the vicinity of where he tripped. Pretty easy to believe he tripped over a sandbag but there’s nothing that shows him actually tripping over the sandbag from what I’ve seen.
