Question about verbal commitments

I'm hoping some of the board's knowledgeable folks can clarify something for me about a verbal commitment. What exactly has to transpire when a recruit with an offer decides he wants to come to Seton Hall? It doesn't seem that it should be simply that anyone with an outstanding offer can declare themselves. What makes a verbal commit "official"? (Yes, I know that they can back out of a verbal commitment before signing).

Here's what I mean: We have lots of offers outstanding and only three scholarships currently anticipated to be open for 2020. What happens if four of our recruits with offers talk to each other and decide they all want to commit together? Or, if we're closing in on the PG of our dreams, and one of our secondary choices senses it and decides to declare while the scholarship is still not yet spoken for? Is there any kind of confirmation required by the coaching staff before a recruit can commit? And if there is, what if they post their commitment to Seton Hall anyway? How much control do the coaches have, or does the offeree have all the power once the offer is in hand?
