Rick Scott is not swaying anything. IOC made their bed. They had 2008 games with bad air quality considerations and decided to come back so the same host city can have caveat of hosting both summer and winter games. I do believe starting for 28 LA the host committee and the usoc had to sign the contract with humans rights priciples attached.
