Stay at Home in NJ lifted

Wha are the limits now on peaceful protests and riots now?
 
I dislike NJ.com but here is a Mulshine article that hits the nail on the head.

I know business owners that attended the Randolph NJ rally as well. It was peaceful, everyone wore masks and they asked people to distance as well. Nevertheless they were given a $2,000 fine but yet no fines for Murphy or any of the other peaceful protests.
