and yet, the Target stores a couple minutes a away manage to stay open, and there are Walmart stores staying open in areas within more significant crime and theft than Portland.
Maybe it’s just way more simple than you’re making it out to be and they are closing the stores because they are poor performing stores, like they said.
Maybe their internal analysis showed that the needs of their customers would be met when they closed one of the stores, by the other store that’s stay open just outside the city which is 3 miles away? The theft can’t be occurring 3 miles down the road I guess?

We are leaving Portland because the police are not arresting shoplifters and the DA's office is not prosecuting them. As a company we made the decision to leave this market that allows lawlessness. All cities with the highest rents that are prohibitive for big box stores. There has never been a Walmart in NYC for instance. Walmart has NEVER been allowed to put a store in San Francisco.Yeah, just some of the largest cities in the country...

The real answer is only the people at the top know. Is it possible the crimes in Portland are more dangeous than other parts of the country? Maybe they have data that says so. Maybe they have data that says nobody buys from walmart because they steal at target. All I can say is there's plenty of reason to walk back the statement on crime didn't close us down.
