Shocking

You make it seem like government shutdowns never happen. We had two during the Trump administration! They do happen! How is it a scare tactic?

And who is it meant to scare, anyway? Should the media not point out when it appears that Congress isn't going to do arguably its most fundamental job?

First of all, it's a misnomer...the government doesn't "shut down". The two biggest impacts are that the National Parks close and reduce revenues because fees are lost while at least some of furloughed employees receive back pay.

There have been only three extended ones in the last 40+ years (Clinton - spending cuts; Obama - ACA; and Trump - border funding).

In addition, in this climate neither party is going to the mat with a shutdown strategy. How many times has it been threatened in the last cycle? They are masters at kicking the can down the road. No argument that Congress doesn't do their job.
