there are two very different parts of delco. this is super messed up.
you should watch the documentary "dont f*ck with cats" , similar story, way wilder.
I've seen that...sick people. How do you do that in the first place and then try to get "likes".
This is an interesting step by NYC Pols. I don't particularly like the messaging coming from the government in this fashion (and only talking about kids), but it's not the worst thing.
In the end though, this comes down to parenting. Why on earth would you give a pre-teen child a mobile phone?
