How is this a title IX violation? Don't get me wrong. I'm not defending this guy he's a creep, a stalker, a serial harasser, but does title IX just deal with equity in sports?

Title IX actually deals with a variety of such behaviors through the formal complaint mechanism - sexual harassment, stalking, etc.
