The requirement is if congress approves to show appreciation for whatever they want, or not. Jack Nicklous has one for basically being good at golf.

There was real risk for the officers who were on duty that day as they attempted to keep control of the Capitol Building. blue lives matter until they dontI find it comical that many members of the pro-police crowd (of which I am) are so ambivalent towards what the capitol police dealt with that day and even making up phony conspiracy theories about that days events to shift blame (see Tucker Carlson last night). Its all quite sad.
