The easy answer is: it's Trump. The next time he compensates someone for their time will be the first.

But in truth, it's pretty common for Presidential campaigns of both parties to rack up outstanding debt, including to municipalities for unpaid police costs. Often times you'll see candidates hold fundraisers even after dropping out or losing an election to retire outstanding debt.

For example: Middletown, NJ provided police protection and were stiffed in 2022 by the Biden Campaign for a fundraiser at Gov. Murphy's house, and there's another five-figure bill for his most recent fundraiser a few weeks ago.
