I am going to assume you mean property taxes. Unfortunately, property taxes are not governed by the State but by your local towns and cities. 50% to 65% of your property taxes are based on your school system. The only way to lower property taxes to get get rid of home rule and end this ridiculousness of 535 municipalities with the duplication of services and schools.Let's hope he's not in office to have a say in it.
