The best economic stimulus is direct payments to people who will spend the money back into the economy, but smaller payments over a longer period would be more effective than a large one time payment.

We would be better off opening Medicare for everyone who wants to participate. It would attract people closer to retirement age and people who are less healthy and more likely to use healthcare which would fix a lot of the problems with private health plans.
